简要规则描述：根据《关于编报2025年国土资源利用计划联动方案的函》（沪规划资源施〔2025〕60号）及相关文件要求，为持续推进低效建设用地减量化，本项目拟通过公开采购的方式，选取一家合格的供应商，提供2025年建设用地减量化项目（安基村等）的土地及地上物评估服务。主要内容根据减量化工作实际要求，对评估范围中土地（若有）、建、构筑物及其它补偿价值予以评估，包括房屋装修及附属设施、机器设备、绿化、物资搬迁等。（具体详见第三章采购需求书）。
最高限价（元）：房屋评估服务费最高限价为：24元/平方米；其他评估服务费（包括但不限于附属设施、装饰、绿化、设备、物资等）最高限价为：评估价值的1%。

合同履约期限：合同签订后至本项目范围内评估工作全部结束并收到完整的档案资料后结束。
The Contract Period: After the contract is signed, the evaluation work within the scope of this project will be completed and complete archive materials will be received.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具备有效期内的《房地产估价机构备案证书》（备案等级三级及以上，三级备案在暂定期内的除外）；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a valid Real Estate Appraisal Institution Filing Certificate (excluding those with a filing level of three or above, and those with a filing level of three or above within the provisional period); (5) This project does not allow subcontracting.
